Participation and Environment Measure for Children and Youth (PEM-CY)
Overview
The Participation and Environment Measure for Children and Youth, or the PEM-CY, is a new measurement tool designed to help parents, service providers and researchers better understand the participation of children and youth, ages 5 to 17. The PEM-CY is a parent-report measure that asks about participation in the home, school and community, along with environmental factors within each of these settings. The PEM-CY is innovative because it is the first measure of this type that assesses participation and environmental factors at the same time.

Parent Version
The PEM-CY is now available in an electronic version that can be downloaded and completed on a personal computer. This version is for use by individual parents or caregivers. After the parent or caregiver completes the electronic PEM-CY, a Participation Profile will be created for the child. The Participation Profile can be saved and shared with others who are interested in the child's participation, such as service providers and teachers.
In order to print the Participation Profiles, your computer must have a PDF reader installed. You can download a free PDF reader from Adobe here.
Windows System Requirements:
- Windows XP SP3, Windows Vista with Service Pack 2, Windows 7 or Windows 8 Classic
- 2.33 GHz or faster processor or Intel Atom 1.6GHz for netbooks
- 512 MB of RAM (1GB recommended)
To install, please double click the downloaded file. To run the PEM-CY tool for Windows, please double click the PEM-CY icon on your Desktop, or by opening your Start Menu, and locating the PEM-CY tool icon.

Internet Explorer:
If using IE to download the PEM-CY, and you see a security scan error, please do the following:
- When your download has completed, and you are seeing the red bar, please click the 'Actions' button
- In the next screen, click 'More Options', and then click 'Run Anyway'
Google Chrome:
Once your download has completed, and there is a security warning/error, please do the following:
- Where it says 'Discard', there is a small arrow, please click that to show more options
- Click 'Keep', and then run the file as usual (proceed to where it has been downloaded, or double click your downloaded file from Google Chrome).

To install please drag the PEM-CY icon to the Applications folder, as you would normally do to install a Mac program. To run the PEM-CY tool for Mac OS, please open your Applications folder, and click on the PEM-CY icon.

The purchased version is available as a PDF and includes a user's guide, scoring recommendations, as well as comparative data for children with and without disabilities. Purchasing a single-licensed copy allows a service provider to make unlimited copies of the PEM-CY. Licenses are also available for organizations.
